Move cl.el to lisp/obsolete

* lisp/emacs-lisp/cl.el: Move from here...
* lisp/obsolete/cl.el: ...to here.

* lisp/subr.el (do-after-load-evaluation): Use "deprecated" in the
message when loading packages from lisp/obsolete.
